Current development of the IT industry is a prioritised area in the innovation policy of Kazakhstan. Use of the up-to-date information technologies in our life will ensure effective resource management, as well as data storage, prompt receipt and transmission. This will eventually enhance economic growth and improve public well-being.
To ensure a successful IT development, Kazakhstan will in the nearest future have to accelerate the pace it has gained, and set out and undertake measures to remove any remaining barriers.
Pursuant to Kazakhstan’s participation in the Road to the Europe Programme, the European Union’s FP7 Programme, Customs Union with Russia and Belarus, and WTO, this will undoubtedly help to develop the country’s export potential.
The 1st International Central Asia Conference SES-KITEL 2010 will provide an effective discussion of these problems.
I believe that both KITEL 2010 and the concurrent SES-KITEL 2010 Conference address important objectives to assist in development of Kazakhstan’s IT industry, improving the investment attractiveness of this sector, expansion of economic, scientific and technical links, establishing business links between the ICT market players, providing a platform for a dialogue between representatives of government bodies, IT industry, science and education from the CIS and other countries.

In the last decade, information communication technologies (ICT) have become a key factor affecting development of the modern society. Their revolutionary impact affects government bodies and civil society institutions, economic and social areas, science and education, culture, and human life styles.
Use of ICT in key areas of human life is an important and self-consistent parameter of the country’s will for ICT-based development, while access to the modern information and communication infrastructure by people and organisations is a critical prerequisite for the country’s transition to the information society.
To date, Kazakhstan has secured significant success in the telecom and IT development under a number of completed and continuing government programmes.
These programmes are implemented as the telecom industry and IT transform into an integrated sector of infocommunications, which includes mutual convergence of communication and computer technologies.
Kazakhstan is currently implementing a broad range of activities to develop and apply ICT in various fields: public service centres have been computerised, uniform national registers are being used, electronic document management is in place, e-procurement is functioning, a number of portals with Kazakhstani content have been created, etc.
This process began in Kazakhstan at the turn of the centuries and resulted in the need for an integrated review of the infocommunication sector to identify its potential for the economy of the Republic of Kazakhstan.
I am sure that KITEL and the 1st SES-KITEL 2010 Conference Information Technologies and Communications: Kazakhstan in the 21st Century, with participation of ICT leaders from Kazakhstan, Russia, Belarus, and other foreign countries, will become yet another step towards development and improvement of the investment appeal of Kazakhstan’s ICT industry.
